A queue with clear rules.
Each completed upgrade adds one level. Higher levels go first within their pool. Requests at the same level keep their original submission order.
Daily processing policy
Weights share the same daily limit. Processing slots are spread across the selected service days and hours, in UTC.
Daily shares are rounded to whole slots. When one pool is empty, the other can use its slot. Raising the total limit changes capacity; changing weights only redistributes it.
